Which Clark County Records Are Public
Washington law favors disclosure of identifiable agency records, yet each record set has its own keeper and rules. Recorded instruments and many court indexes are open. Property reports are public, although remote owner-name searching is not. Certified recent vital records require statutory eligibility. Court rules, not the agency Public Records Act, govern judicial case files. Voter data has a separate request and use framework.

Sealed cases, adoptions, protected juvenile material, confidential treatment records, driver and vehicle data, and protected addresses do not become open through a general request. Agencies may redact exempt identifiers while releasing the rest. Lists of individuals also cannot be supplied for a commercial purpose under RCW 42.56.070(9).
Washington Records Act in Practice
The Washington Public Records Act, chapter 42.56 RCW, applies to state and local agencies. Within five business days, an agency must provide or link the record, acknowledge the request with a reasonable estimate, ask for clarification, or deny access with the exemption cited. That first deadline is for a response, not always full production.
Ask for existing records with a department, subject, date range, and known identifier. An agency need not create a record, answer a question, or conduct research. Inspection is free. Statutory charges can include 15 cents per photocopied page, 10 cents per scanned page, electronic-file and gigabyte charges, actual media and postage, or a flat fee up to $2 for an entire request. Clark County GovQA Requests
Clark County GovQA handles ordinary county agency requests. An account lets a requester choose a department, send messages, track status, and download productions. Requests and related correspondence may themselves be public. Court case files and court administrative records do not belong in this portal.
The portal's request screen shows the county's central non-court route.
Send city records to Vancouver, court records to the proper court, and certificates to the vital-records process. Good routing prevents avoidable transfers and delay.
Accessing Clark County Recorded Documents
LandmarkWeb offers eight practical search routes: name, document, excise number, book and page, parcel ID, recording date, auditor file number, and legal description. Search results can include party, role, type, date, AFN, parcel data, and a convenience image. The exact first year of LandmarkWeb is not published. Washington Digital Archives separately indexes Clark recorded land documents from 1998 forward.

Plain copies cost $1 per page. Certified copies cost $3 for the first page and $1 for each added page. A certified copy carries the custodian's authentication; a portal image does not.
Clark County Property Access Split
The Property Information Center accepts a street address or nine-digit property account number. Its report links assessment, taxes, sales, permits, maps, and recorded-document information. Clark County does not provide owner-name searching on the public web form. Name searches are available on Joint Lobby self-service computers.

For remote name-first work, search LandmarkWeb and carry a parcel number into PIC. Use MapsOnline to verify city limits and taxing districts. An assessor mailing address may belong to an owner or agent and is not proof of residence.
Clark County Court File Channels
Superior Court metadata appears in Odyssey, while file images are reviewed through the County Clerk's OnBase lobby terminals or copy process. Civil files run on microfilm from 1890 through 1996 and digitally from 1985 forward. Criminal film begins in 1894, with digital images from 1985. Probate film covers 1890 through 1985 and digital images begin in 1997. A case number is needed at OnBase.
District Court uses its own case-record request channel. Published charges include 50 cents per page, certification of $5 for the first page plus $1 for later pages, and $20 per hour for research or staff time. Court administrative requests proceed under GR 31.1, while case records follow GR 31 and related rules.
Access depends on both case type and document. Odyssey can identify a party, case number, status, register of actions, hearings, and judgments, but anonymous access does not include the filed images. Police reports lodged outside the court file, mental-health commitment matters, sealed files, adoptions, and protected family-law records may be withheld. Ask the Clerk which public portion exists rather than assuming an online name match opens the whole file.
Clark County Custody and Registry Records
The Clark County Jail Roster publishes a current table with booking-date filters, CFN, name, housing location, release date, and charge columns. It is a snapshot of custody, not proof of guilt or conviction. Other jail records can be confidential under RCW 70.48.100. Older or state prison custody belongs in the Washington Department of Corrections incarcerated-person search rather than the county roster.
The Sheriff's sex and kidnap offender page routes the public to registry information disclosed for community protection under RCW 4.24.550. Published entries and disclosure levels are controlled by law. Registry information may not be used to threaten or harass anyone. Police incident files, investigative material, body-camera records, and dispatch records follow separate agency-request and exemption review.
Confidential Clark County Record Fields
Disclosure is rarely all or nothing. An agency may release a record after redacting Social Security numbers, driver-license data, health information, protected addresses, investigative details, or other exempt fields. Washington's Address Confidentiality Program under chapter 40.24 RCW provides substitute addresses and mail forwarding for eligible survivors and other protected participants. Agencies and voter custodians must respect those protections.
Vital records apply qualified-applicant rules to certified birth, death, fetal-death, and stillbirth products. Courts restrict sealed cases, adoptions, juvenile matters, mental-health commitments, and protected family documents. Election officials withhold full birth dates and sensitive identity numbers. The federal Driver's Privacy Protection Act restricts motor-vehicle data. A request cannot be used to bypass the statute that governs a specialized record set.
When part of a record is withheld, the response should identify the exemption and release any reasonably separable nonexempt portion. Ask for an exemption log or written explanation when the basis is unclear. A narrower request may also avoid unrelated private details while preserving the dates, actions, or totals needed for civic research.
Public access also changes with time. Historical birth, death, marriage, divorce, land, court, and local-government series may transfer to Washington State Archives or its Southwest Region. Search the archive by creating agency and series, not only by a person's name. The county may retain a current index while an archive holds the older image or reel.

Most county record counters cluster in downtown Vancouver, the county seat. Public Health's vital-records counter is east of downtown. Confirm current hours before travel, especially for court file review and certificate service.

Clark County Vital Record Limits
Birth and death certificates are obtained through Clark County Public Health, not GovQA. Certified products require an application, identity documents, relationship proof, and payment. Anyone may order a watermarked informational birth or short-form death copy. Informational versions are not available for marriage, divorce, long-form death, fetal-death, or stillbirth records.
Clark's first-copy total varies by counter, mail, vendor, and shipping route, so the advertised $25 certificate charge is not always the final price.

Under RCW 70.58A.510, archival transfer occurs after 100 years for births and fetal deaths and after 25 years for deaths, marriages, and divorces. Sealed records remain sealed.
Fees Across Clark County Records
Fees depend on the legal product. PRA inspection is free, and agency reproduction uses actual costs or the statutory schedule. Auditor convenience copies cost $1 per page, while certification begins at $3. Court copies are 50 cents per page, with separate certification and research charges. Vital records add local order, vendor, and delivery costs to the certificate price.
Ask for an estimate when a request is large. An agency may demand a deposit up to 10 percent and payment by installment. Narrowing the date range, office, subject, or identifier can reduce both delay and cost without giving up the record sought.
Certification, research, postage, and vendor delivery are distinct charges. State vital-record fees are generally nonrefundable even when no record is found. By contrast, a free portal index may answer whether a filing exists before money is spent on a copy. Always read the current office schedule because Clark recording and marriage charges changed in 2025.
Requesting Clark County Public Records
Choose the channel by custodian, not by convenience. GovQA serves ordinary county departments. Vancouver has its own city portal and form. The County Clerk, District Court, and Superior Court administrative office use separate processes. Vital certificates and voter-file requests follow their own statutes and forms.
Before submitting, decide whether an index entry, plain copy, certified copy, or inspection will meet the need. An index may confirm that a filing exists. A plain copy shows its contents. Certification adds the custodian's authentication. Asking for the least costly suitable product can save both time and fees.
Retain the request number and every written response for later review.
- Identify the agency and department that created or received the existing record.
- Check its index first and save any case, parcel, AFN, or account number.
- Describe the record, subject, date range, and preferred electronic or paper format.
- Review the five-business-day response, estimate, exemption, or clarification request. Pay a lawful deposit or copy charge.
- Seek agency review of a denial. After internal review, judicial review is available under RCW 42.56.550.
Lawful use. Clark County public records support personal and civic research. Never use a record to stalk, harass, intimidate, threaten, or defeat a protected-address program.
